2023 MSA Pavement Overlay Improvements, IP23-06

The City held a pre-construction meeting with North Valley, the Contractor constructing the improvements. The purpose of the meeting was to review the Contractor’s proposed construction schedule; to share contact information, to review the status of permits, and discuss relevant construction related procedures, processes, and requirements.
Pre-Construction Meeting Update
Construction Schedule – The Contractor currently proposes to start the work Tuesday, September 5th, and will substantially complete their work by Friday, September 29, 2023. Please be aware Contractor schedules are subject to change for many factors including weather, construction interruptions, material supply chain issues, and possibly other project commitments.
North Valley submitted the following construction schedule to the City:

Sept. 25 Saw and seal cracked concrete curb and gutter (2 – 3 days)

Project clean-up (3 days)
These process timelines are estimates and some may overlap or expand.
Irrigation / Invisible Fences – The majority of work on this project will be limited to street surfaces, though some work will occur in City right-of-way behind the curb where spot curb replacement, pedestrian ramp replacement and storm sewer catch basin work is needed. If you have a below ground irrigation system or invisible fence, please mark your pipes, wires, and/or sprinkler heads with flags or stakes to assist the Contractor in preventing or minimizing damage to your system during construction. Free flags are available at the Engineering Department located on the 2nd floor at the Ramsey Municipal Center. To help ensure your system will not be damaged during this project, please relocate sprinkler heads and other system components located within the construction limits, which City Staff will locate for you upon request.
Access to Property – No road closures are anticipated, and access to properties will be maintained as best as practical during construction. There may be times when access will not be immediately available due to construction, such as when work is proceeding past a driveway, and during bituminous street patching.
August 10, 2023
On July 25, the City Council awarded the construction contract for this project to North Valley, Inc. of Nowthen, Minnesota, for $498,917.55. Property owners will not be assessed for any portion of this project. City Staff has been working with the Contractor to execute the contract and has set up a pre-construction meeting for August 17.
During the pre-construction meeting, the Contractor will provide information to the City, including; contact information for themselves and their subcontractors, a detailed project schedule, proposed work hours and construction methods, traffic control plans, and other construction-related information. Following the pre-construction meeting, Staff will share the Contractor’s proposed schedule, including the construction start date.
June 30, 2023
On June 27, 2023, the Ramsey City Council approved the plans and specifications and authorized advertisement for bids for this project. Staff is proposing to open bids for the project on July 21, 2023.
Updated Preliminary Project Schedule:
- July 21, 2023, bids will be opened and reviewed to ensure they comply with all bidding requirements.
- July 25, 2023, the lowest responsible bid will be presented to City Council to award the construction contract.
- August 2023, the Contractor may begin construction. Before construction begins, the City and Contractor hold a pre-construction meeting, during which the contractor provides their proposed construction schedule. Another letter will then be mailed with specific construction information.
- September 29, 2023, the Contractor substantially completes construction, including having the new bituminous pavement in place.
- October 10, 2023, the Contractor reaches completion on the project, including creating a punch list of minor repairs still required on the job
June 16, 2023
On Tuesday, June 20, 2023, City Staff will present a case to the Ramsey Public Works Committee to consider recommending approval of the plans and specifications. Staff proposes presenting the project to the City Council on June 27, 2023, to consider approving the plans and specifications and authorizing advertisement for bids.
May 5, 2023
On April 25, 2023, the Ramsey City Council approved an amendment to the project to include the streets within the Rivenwick 3rd and Rivenwick Village subdivisions. This amendment was due to observations of the streets' conditions within the subdivisions, which showed significant pavement stripping. If not treated, the pavement conditions may worsen to the point where a mill and overlay improvement is no longer suitable.

April 5, 2023
On Thursday, March 6, 2023, a public information meeting was held for these improvements. The purpose of this meeting was to present information on the proposed project to properties directly impacted by the improvement. December 16, 2022
City Improvement Project 23-06 proposes to mill and overlay Municipal State Aid (MSA) street segment Riverdale Drive between Ramsey Boulevard and Feldspar Street. Riverdale Drive is 0.61 miles in length, 40 feet wide urban section as measured to the face of the curb. The Average Daily Vehicle (ADT) count between Ramsey Boulevard and Garnet Street is 3,450 ADT, and between Garnet Street and Feldspar Street is 1,100 ADT as of 2019. On November 7, 2022, the Ramsey City Council accepted a proposal for a topographic survey of the project area from Bolton and Menk. City staff has received the survey, which is used during project design.
On December 13, 2022, the Ramsey City Council ordered Staff to prepare plans and specifications for Improvement Project 23-06, 2023 MSA Pavement Overlay Improvements.
Project Scope
This project will include a 2-inch mill of the existing bituminous pavement and the placement of 2 inches of new bituminous pavement. Pavement markings will be placed, generally matching existing patterns, after the new pavement is down. Minor storm sewer structure repairs, typically re-grouting the catch basins, are proposed to occur. Spot concrete curb and gutter repairs will be made, and any severe pavement distress indicative of structural issues will receive a full pavement patch. Pedestrian ramps within the city-owned right of way and crossing Riverdale Drive or impacted by the mill and overlay improvements will be brought up to current ADA compliance. Improvements to municipal sanitary sewer and water within the project area have yet to be proposed. Structures within the pavement will be adjusted to match the new bituminous pavement, generally corresponding to the existing pavement elevation.
Because this project uses MSA funding, full Minnesota Department of Transportation (MnDOT) State Aid Office approvals are required. State Aid reviews the plans before the City can accept bids and reviews the field improvements before final payment reimbursement to the City.
Funding for this improvement is proposed from the MSA Fund ($190,625) and Storm Water Utility Fund ($19,063) for a total estimated project cost of $209,688, as identified in the 2023 to 2032 Capital Improvement Program.
Property owners will not be assessed for any of the costs for these improvements.
September 29, 2023
The Contractor will be paving Riverdale Drive on Tuesday October 3 and Wednesday October4. Paving will take place during standard City hours of operation, which is 7am to 10pm. Please be aware that no parking is permitted during this time. Violators will be towed.
September 25, 2023
During the week of September 18, the Contractor finished installing the new concrete pedestrian ramps across the project. On Saturday, September 23, the Contractor worked on replacing the sanitary sewer manhole castings in the streets. The majority of the casting replacements are along Riverdale Drive.
During the week of September 25, the Contractor is proposing to mill the existing bituminous. This has not yet been scheduled, but is expected to occur later in the week. The Contractor will place the new bituminous pavement within a couple days of milling, weather dependent.
September 13, 2023
During the week of September 11, the Contractor began the removal and replacement of spot concrete curb and pedestrian ramps. This work is anticipated to continue into the week of September 18. Pavement milling and placement of new bituminous pavement is tentatively scheduled for the week of September 18; however, a firm start date has not been confirmed.
August 31, 2023
The Contractor is proposed to begin construction on these improvements Tuesday, September 5. They’ll begin by performing spot concrete curb and gutter replacements and pedestrian ramp replacements. The pedestrian ramps will be replaced to bring them in compliance with current ADA standards. This work is anticipated to take up to 2 weeks.
The Contractor will begin milling and paving after concrete work is complete but has not yet scheduled this work.
