PACT Charter School
The City has approved a new 6-12 grade campus for PACT Charter School, located at 7729 161st Avenue NW (the "Subject Property"), which abuts Central Park to the west. The approved project included a Comprehensive Plan Amendment (re-guided from Low Density Residential to Public/Institutional), a Zoning Amendment rezoned from R-1 Residential (MUSA) - 80 to Public/Quasi-Public), a Variance (reduced parking and maneuvering area setback from eastern property line), Preliminary Plat and Final Plat.
PACT Charter School is currently under construction.
On February 24th, 2022, the City hosted a Public Open House to introduce the project to the community. This also provided an opportunity for the community to meet the project team and identify/discuss concerns with the project as well as ask questions in a less formal setting. That same evening, the Ramsey Planning Commission reviewed the Sketch Plan, Comprehensive Plan Amendment, and Zoning Amendment at their regular meeting. The Environmental Policy Board (EPB) reviewed the request during their regular meeting on Monday, February 28th, 2022.
The City Council reviewed the Sketch Plan, Comprehensive Plan Amendment, and Zoning Amendment on March 8, 2022. The City Council approved the Sketch Plan and the Comprehensive Plan Amendment and also introduced the Zoning Amendment Ordinance on March 8, 2022. The Zoning Amendment Ordinance was adopted by the City Council on March 22, 2022.
A Public Hearing on the Variance, Preliminary Plat, and Site Plan, was held by the Planning Commission on May 26, 2022. The Planning Commission approved the Variance to parking and maneuvering setbacks from the eastern lot line but tabled action on the remaining items to ensure revised plans were submitted addressing the review comments. The EPB reviewed the Site Plan and Preliminary Plat on May 16, 2022 and recommended approval.
The Planning Commission again reviewed the Preliminary Plat and Site Plan on June 23, 2022 and recommended City Council approve the project. The City Council reviewed the Preliminary Plat, Site Plan, and Final Plat on July 12, 2022 and approved the project.
