2021 MSA Pavement Overlay Improvements IP 21-05

On Tuesday April 27, the Ramsey City Council awarded a construction contract to the lowest responsible bidder, North Valley, Inc. for City Improvement Project #21-05; 2021 MSA Pavement Overlay Improvements. The total bid was for $206,395.58, coming in 20% below the engineer’s estimate of $258,919.20. Staff has begun working with the contractor to get the required documentation complete, and to set up a preconstruction meeting, with expectation of construction starting in early June. A letter was mailed out to effected property owners on April 30, 2021 and can be seen here.

The City of Ramsey prepared plans and specifications for Improvement Project #21-05, 2021 MSA Pavement Overlay Improvements.

On March 23, 2021 the Ramsey City Council adopted Resolution #21-075 Approving Plans and Specifications and Authorizes Advertisements for bids to be published on Friday, March 26, 2021 and Friday, April 2, 2021, both in the City's official newspaper, the Anoka Union Herald, and Finance & Commerce. Potential bidders may purchase the plans through QuestCDN.com, downloading and submit their bids, with the electronic bidding software used by the City of Ramsey. This ensures that all bidders are bidding off the same set of plans, and that all bidders are notified of any plan revisions (addenda) issued during the bidding process.

Staff proposes to open bids on April 19, 2021, and to present the bid results to City Council on April 27th 2021 for award of a construction contract to the lowest responsible bidder. 

Letters were mailed to business and property owners on January 28th notifying them of the proposed MSA Pavement Overlay Improvements. This project webpage will be updated as the project progresses, and is the best place to find the latest information on the project. On January 12, 2021, the Ramsey City Council ordered plans and specifications for City Improvement Project #21-05, 2021 Municipal State Aid (MSA) Pavement Overlay Improvements, which proposes to overlay 0.72 miles of bituminous pavement on the following two segments of the City’s MSA street system. Property owners will not be assessed for any of the costs for these improvements.

  • Sunwood Drive between Bunker Lake Boulevard and Sunfish Lake Boulevard
  • Sunwood Drive between Erkium Street and Trunk Highway 47.

Overlaying these MSA street segments in 2021, which is identified in the 2021 – 2030 Capital Improvement Program, will allow the City to maintain these streets in the most cost-effective manner throughout the serviceable life of the streets.

Estimated project costs are based on anticipated 2021 construction costs and total $324,000. Funding is proposed to come from the MSA Fund ($313,000) and Stormwater Utility Fund ($11,000). Property owners will not be assessed for any of the costs for these improvements.


The City Council has not yet approved the final project.
