2020 Pavement Crackseal Improvements IP 20-00

Plans and specifications were developed for sealing cracks in bituminous pavement sections on 15.74 miles of public street segments across the City in 2020. These street segments were selected based on age, pavement maintenance history, and Pavement and Surface Evaluation Rating (PASER) values. Street segments that are in relatively close proximity to each other are also typically selected in an attempt to receive lower bid prices for mobilization and traffic control bid items.
Crack seal improvements will be applied to all cracks on some street segments, while only the seam between the pavement and concrete gutter will receive crack seal improvements on other segments. The seam between the pavement and concrete gutter is an area of special concern since gutters convey large volumes of stormwater runoff and the seam between the pavement and gutter runs parallel to the direction of flow. When these seams open up they can allow large volumes of water to infiltrate into and beneath the pavement section.

On April 14, 2020, the City Council approved plans and specifications and authorized advertisements for bids for these improvements. The approved plans can be viewed here. On Friday, May 15,2020 five bids were received and opened. On May 26, 2020, the Ramsey City Council accepted these bids and awarded a contract for construction for Improvement Project #20-00, 2020 Pavement Crackseal Improvements, to the lowest responsible bidder, Allied Blacktop Company, in the amount of $99,134.42. A pre-construction meeting was held on July 27, 2020. Allied Blacktop Company plans to start Cracksealing on August 11, 2020, weather dependent. This work generally takes two to three weeks to complete once work starts.
