New Water Efficiency Rebate Program
Program Overview
The City of Ramsey is excited to announce a NEW water efficiency rebate program for residential and commercial property owners that complete specific water conservation improvement projects. This opportunity was made possible by a $19,800 grant from the Metropolitan Council through funding from the Clean Water Land and Legacy Amendment.
The water efficiency grant program aims to improve water conservation by reducing demand on the municipal water system. As a result of this grant funding, the City of Ramsey is offering rebates to residents and businesses that replace existing specific devices with US EPA WaterSense® labeled products or US EPA Energy Star® labeled products purchased between July 1, 2022, and June 30, 2024 (or until the grant funds are exhausted, whichever comes first). Eligibility and Approved Devices
Prior to purchasing a new device, use the below links to verify that it is either Energy Star® certified or WaterSense® labeled. If the device is not on these lists, it does not qualify for a rebate.

Eligibility Criteria
- Must be an existing City of Ramsey water supply system customer with a non-delinquent account.
- Rebate for qualifying US EPA WaterSense® labeled toilets and/or smart irrigation controllers and US EPA Energy Star® labeled dishwashers and/or washing machines installed in a Ramsey residence or business the municipal water supply system serves.
- Device(s) must have been purchased from July 1, 2022 through June 30, 2024.
- New WaterSense® or Energy Star® device must replace an existing, less efficient toilet, irrigation controller, and/or washing machine (new construction and/or development is not eligible).
- Rebates are processed on a first-come, first-served basis until funds run out or June 30, 2024, whichever occurs first.
Rebate Program
Rebate Information
This rebate program is available to any property owner who is a customer of the City of Ramsey’s municipal water supply system. Rebates are available on a first-come, first-served basis for replacing less efficient toilets and irrigation controllers with US EPA WaterSense® labeled devices and replacing less efficient clothes washing machines and dishwashers with US EPA Energy Star® labeled devices. Rebate is for the cost of the device only and excludes sales tax and installation/labor costs. New construction and new development are ineligible. Rebate categories and amounts are as follows:
Single-Family Residential Properties
- Dishwashers – Rebate up to $200 or the cost of a new US EPA Energy Star® labeled clothes washer, whichever is less (excluding sales tax and labor/installation costs).
- Clothes Washers – Rebate up to $200 or the cost of a new US EPA Energy Star® labeled clothes washer, whichever is less (excluding sales tax and labor/installation costs).
- Toilets - Rebate up to $200 or the cost of a new US EPA WaterSense® labeled toilet, whichever is less (excluding sales tax and labor/installation costs).
- Smart Irrigation Controllers - Rebate up to $200 or the cost of a new US EPA WaterSense® labeled smart controller, whichever is less (excluding sales tax and labor/installation costs).
Commercial and Home Owners Association Properties
- Dishwashers – Rebate up to $200 or the cost of a new US EPA Energy Star® labeled dishwasher, whichever is less (excluding sales tax and labor/installation costs).
- Clothes Washers – Rebate up to $200 or the cost of a new US EPA Energy Star® labeled clothes washer, whichever is less (excluding sales tax and labor/installation costs).
- Toilets - Rebate up to $200 or the cost of a new US EPA WaterSense® labeled toilet, whichever is less (excluding sales tax and labor/installation costs).
- Smart Irrigation Controllers - Rebate up to $700 or the cost of a new US EPA WaterSense® labeled smart controller, whichever is less (excluding sales tax and labor/installation costs).
Applying for a Rebate
Just a reminder that rebate funds are limited and requests will be processed on a first-come, first-served basis until the grant funds are gone or June 30, 2024, whichever comes first. Rebates are not guaranteed, and it is the customer’s responsibility to verify whether funds are still available. A copy of the receipt for a qualifying device and a photo of the old device that will be replaced must be provided with the rebate request form. The rebate request form and all supplemental information must be submitted to the City of Ramsey no later than June 30, 2024, assuming grant funds are still available.
