A public open house meeting for the Alpine Drive MSA (Puma St. to CSAH 83) Street Reconstruction project will occur from 6:30-7:30 p.m. on Thursday, November 2, 2023, in the Lake Itasca Room at the Ramsey Municipal Center. The purpose of the meeting is to present information on the proposed project to owners of the properties that are directly impacted by this project.
An informal presentation detailing the proposed project, along with funding sources, will be shared.

The stretch of Alpine Drive between Puma Street and Armstrong Blvd (CSAH 83) has been selected for street reconstruction in 2024. In addition, the trunk watermain between Armstrong Blvd and Puma Street will be extended to complete a critical watermain loop.
This Municipal State Aid (MSA) project will stop approximately 400 feet west of Armstrong Blvd. It will then tie into the new roundabout at Armstrong Blvd and Alpine Drive.
The watermain construction may require curb and gutter replacement. If the existing curb and gutter is in good working condition, directional drilling of the watermain will be done. Only spot concrete curb and gutter replacements will be necessary. On initial review, sub-soil conditions appear to be favorable to meet the 10-ton MSA pavement strength design requirements.

On November 14, 2023, the Ramsey City Council awarded a proposal from American Engineering Testing, Inc. to complete a Stabilized Full-Depth Reclamation (SFDR) mix design for Alpine Drive between Puma Street and the Armstrong Boulevard roundabout.
The SFDR mix design will require 40 pavement cores to be performed along Alpine Drive, within the traffic lanes. You can expect to see a pavement coring truck and crew members. The street will remain open to traffic during the pavement coring, but will be reduced down to one lane with flaggers being used. This work is expected to occur Monday, November 20 thru Wednesday, November 22.
This work is still preliminary, City Council has not yet approved final plans and specifications for this project, or awarded any contracts for construction, which is proposed to occur summer 2024.

The Ramsey City Council awarded a proposal from Bolton & Menk, Inc. to complete a topographic survey for Alpine Drive between Puma Street and Armstrong Boulevard. On June 27, 2023, the City Council also awarded a proposal from Independent Testing Technologies, Inc. to complete a geotechnical report for the same areas.
The geotechnical report will require 8 soil borings, all of which will be taken in the streets. You can expect to see a soil boring truck and crew members. The streets will remain open to traffic during the soil borings. A firm schedule of when this work will be performed is not known, but you should expect it to occur with the next several weeks.
The topographic survey will be taken across the entire City-owned right of way, and will include survey of the street, drainage swales, light poles, signs, trees, landscaping, and driveways up to the right of way. You can expect to see a crew of 2-3 surveyors, and a pick-up truck. This work is scheduled to occur later this summer, sometime in August to September.
Part of the topographic survey includes surveying existing utilities, both municipal and private, such as cable, gas, and electric lines. Bolton & Menk will call Gopher One State to locate utilities in the area, so you will likely see paint and flag markings within the project area.
