The City currently operates five utilities: Water, Sewer, Street Lighting, Recycling and Storm Water. The City out-sources the billing and collection of these utilities to OPUS21. These services are billed to residents on a quarterly basis (January, April, July, and October). Payments that not received by the due date will result in a 10% late fee. All accounts that become delinquent are certified to Anoka County for collection with the property taxes. Questions regarding your utility bill may be addressed to OPUS21 at (763) 576-4343 between the hours of 8:00 AM to 9:00 PM Monday – Friday.

Coming Soon… Online Utility Billing & Self-Pay Service
Starting in April, 2017, Ramsey will be implementing a new online billing and self-pay service that will offer more convenient payment options, plus paperless billing, for utility billing customers!  With the improved bill pay service, customers will soon be able to receive and view utility bills electronically and make utility bill payments online, by phone, or by text with a credit/debit card or bank account.

Here’s what you have to look forward to…
• No registration is required to view and make a one-time payment on your utility bill
• Pay anytime - online, by phone, or by text message (must be set up for text notifications first)
• Schedule a payment for the same day, a future date, or enroll in automatic payments
• Receive email reminders when a payment is due and a confirmation email after making your payment
• Register for an account to enjoy 24/7 access to your payment history and bills
• Register for paperless billing

Access account balance and make payment using the city’s online web store, RamsEPay. Enjoy fast, 24 hour access and acceptance of VISA, MasterCard, Discover Card, debit card or checking account. Click icon at top of screen to access your online account. (Inital Setup REQUIRED)

Pay By Phone
Fee-free credit card payments are accepted by calling OPUS21 directly at 763.576.4343.

U.S. Mail
Payments sent via the U.S. Postal Service are received at our processing center. Please include the remittance slip with your check payment. Send payments to:

Drop It Off
A drop box is conveniently located at the Ramsey Municipal Center. The Municipal Center is located at 7550 Sunwood Drive and the drop box is located on the south side of the building in the main parking lot. Please include the remittance slip with your check payment in an enclosed envelope.


In Person

Resident’s may bring their payment directly to the Ramsey Municipal Center. The Municipal Center is located at 7550 Sunwood Drive.
