The City currently operates five utilities: Water, Sewer, Street Lighting, Recycling and Storm Water. The City out-sources the billing and collection of these utilities to OPUS21. These services are billed to residents on a quarterly basis (January, April, July, and October). Payments that not received by the due date will result in a 10% late fee. All accounts that become delinquent are certified to Anoka County for collection with the property taxes. Questions regarding your utility bill may be addressed to OPUS21 at 763.576.4343 between the hours of 8:00 AM to 9:00 PM Monday – Friday.

NEW Online Utility Billing & Self-Pay Service
The City of Ramsey has implemented a new online billing and self-pay service that offers more convenient options for viewing and paying your City utility bills. With the improved bill pay service, utility customers can enjoy less paperwork and easier payment methods!  View utility bills electronically and make payments anytime online, by phone, or by text message using a credit/debit card or bank account.

No registration is required to view and make a one-time payment to your City of Ramsey utility bill online.  Simply click on the image at the top of this page to view your bill and/or make a payment.

Pay Online
Access account balance and make payment using the city’s online account service. Enjoy fast, 24 hour access and acceptance of VISA, MasterCard, Discover Card, debit card or checking account. Click icon at top of screen to access your online account.

Pay By Phone 
Credit and debit card payments are accepted (no service fees) by calling the automated phone payment line at 844.428.5626. 

U.S. Mail

Drop It Off
A drop box is conveniently located at the Ramsey Municipal Center. The Municipal Center is located at 7550 Sunwood Drive and the drop box is located on the south side of the building in the main parking lot. Please include the remittance slip with your check payment in an enclosed envelope.


In Person

Resident’s may bring their payment directly to the Ramsey Municipal Center. The Municipal Center is located at 7550 Sunwood Drive.
