The third open house provided the public with details about the preferred concept for the intersection/interchange configuration that has been developed through detailed study and public involvement. During the open house, the public was able to review and discuss the preferred concept in an informal manner with county, city, and Mn/DOT officials and the project consultant. Maps, drawings (including alternative concepts), and other pertinent information were available for public inspection at the open house.

Anoka County, the City of Ramsey, and Mn/DOT have partnered to study ways for improving mobility and safety at the intersection of United States Highway (US) 10 and County State Aid Highway (CSAH) 83 (Armstrong Boulevard). Of special concern is the close proximity of the Burlington Northern Santa Fe Railway (BNSF) and US 10 along CSAH 83. The BNSF parallels US 10 at this location and intersects CSAH 83 at grade. Freight and Northstar commuter trains create significant delays for southbound CSAH 83 traffic and emergency vehicles and the potential for vehicle and train crashes.
