2021 Neighborhood Pavement Overlay Improvements IP 21-04

On Tuesday April 27, the Ramsey City Council awarded a construction contract to the lowest responsible bidder, North Valley, Inc. for City Improvement Project #21-04; 2021 Neighborhood Pavement Overlay Improvements. The total bid was for $421,410.74, coming in 19% below the engineer’s estimate of $521,438.00. Staff has begun working with the contractor to get the required documentation complete, and to set up a preconstruction meeting, with expectation of construction starting in early June. A letter was mailed out to effected property owners on April 30, 2021 and can be seen here.

Update March 26, 2021

The City of Ramsey prepared plans and specifications for Improvement Project 21-04, 2021 Neighborhood Pavement Overlay.

On March 23, 2021 the Ramsey City Council adopted Resolution #21-074 Approving Plans and Specifications and authorizing advertisement for bids to be published on Friday, March 26, 2021 and Friday, April 2, 2021, both in the City's official newspaper, the Anoka Union Herald, and in Finance & Commerce.  Potential bidders may purchase the plans through QuestCDN.com, downloading and submit their bids, with the electronic bidding software used by the City of Ramsey. This ensures that all bidders are bidding off the same set of plans, and that all bidders are notified of any plan revisions (addenda) issued during the bidding process.

Staff proposes to open bids on April 19, 2021, and to present the bid results to City Council on April 27, 2021 for award of a construction contract to the lowest responsible bidder.

Letters were mailed to business and property owners on January 28th notifying them of the proposed neighborhood overlays.

Update February 25, 2021

On January 12, 2021, the Ramsey City Council ordered plans and specifications for City Improvement Project #21-04, 2021 Neighborhood Pavement Overlay Improvements, which proposes to overlay 1.81 miles of bituminous pavement on numerous neighborhood street segments within the following developments. Property owners will not be assessed for any of the costs for these improvements.

  • Ferrum 1st & 2nd
  • Gateway Industrial Park
  • Mallard Ponds
  • Northfork Itasca Point
  • Northfork St. Andrews
  • Oakridge Industrial Park
  • Rabbit Run
  • Ramsey Meadows 2nd

Overlaying these street segments in 2021, which is identified in the 2021 – 2030 Capital Improvement Program, will allow the City to maintain these streets in the most cost-effective manner throughout the serviceable life of the streets.

Estimated project costs are based on anticipated 2021 construction costs and total $690,000. Funding is proposed to come from the Pavement Management Fund ($643,000) and the Stormwater Utility Fund ($47,000). Property owners will not be assessed for any of the costs for these improvements.


The City Council has not yet approved the final project.
